SENATE CONCURRENT RESOLUTION NO. 19

Requesting the Joint Committee on Government and Finance to make
a study of the role of the Solid Waste Management Board, the
Division of Natural Resources and the Division of
Environmental Protection in implementing solid waste
disposal and recycling policy in this state.
Whereas, West Virginia is a state of great scenic mountain
beauty with a growing tourism industry which is dependent on that
scenic beauty; and
Whereas, West Virginia depends on its solid waste disposal
and recycling facilities to properly dispose of or recycle its
waste products to protect this great scenic beauty; and
Whereas, The interplay of the Solid Waste Management Board,
the Division of Natural Resources and the Division of
Environmental Protection in implementing solid waste disposal and
recycling policy in this state has sometimes resulted in
overlapping and conflicting policies; therefore, be it
Resolved by the Legislature of West Virginia:
That the Joint Committee on Government and Finance is hereby requested to review, examine and study, and make recommendations
to improve solid waste disposal and recycling in West Virginia by
examining the role of the Solid Waste Management Board, the
Division of Natural Resources and Department of Environmental
Protection in implementing solid waste disposal and recycling
policy in this state, and including an examination of the expenditure
of tipping fees generated by solid waste disposal and recycling;
and, be it
Further Resolved, That the Joint Committee on Government and
Finance report to the regular session of the Legislature, 2000;,
on its findings, conclusions and recommendations, together with
drafts of any legislation necessary to effectuate its
recommendations; and, be it
Further Resolved, That the expenses necessary to conduct
this study, to prepare a report and to draft necessary
legislation be paid from legislative appropriations to the Joint
Committee on Government and Finance.
